Interventions and approaches: Key issues

SDC’s support and cooperation in the area of decentralization and local governance aims at strengthening the success factors of decentralization and local governance and containing its risks for development in its partner countries. Based in a decentralised country like Switzerland where local governance is organized in an effective and participatory way, SDC has an important comparative advantage: the availability of large and long-term experience and good practice in many relevant areas of local governance.

Decentralisation and local governance are areas of cooperation like others, and in general, the forms of intervention and the approaches used do not differ from those used in more traditional fields of cooperation. Some aspects, however, might be more relevant than others, since decentralisation and local governance closely involve issues of cooperation with State institutions of different levels and are part of the debate on good governance. The following aspects merit specific attention:

Human Rights Based Approach

Budget Support

Piloting and Scaling Up Local Experience

Linking Decentralisation and Sector Reform

Capacity Development

Participative Budgeting

Harmonisation and Alignment
