Specific Guiding Principles for Enhancing Alignment and Harmonisation on Local Governance and Decent

The General Guidelines (GG) proposes some guiding principles and central fields of action within the frame of the five principles set forth by the Paris Declaration: ownership, alignment, harmonisation, managing for results and mutual accountability. The Specific Guidelines (SG) will cover the central fields of action under these principles, and focus on steps to be taken by the DPWG-LGD both at headquarters and at country level in order to apply the principles in a more operational manner.

European Charter on Development Cooperation in Support of Local Governance - Draft

This Charter sets out the principles for good international engagement in promoting local democratic governance and decentralisation in partner countries. It seeks to improve the coherence, complementarity and effectiveness of development cooperation in support of local governance and decentralisation, by fostering exchange and dialogue among concerned actors of local governance and encouraging a common understanding of key principles, approaches and support modalities. This Charter is addressed to all European actors of cooperation involved, whether directly or indirectly, in offering support at the local level: European Union, Member States, Local Governments, Civil society organisations, private sector. Decentralisation in Client Countries

An Evaluation of World Bank Support, 1990-2007 IEG assessed the effectiveness of Bank support for decentralisation provided to 20 countries between fiscal 1990 and 2007. These countries were selected to ensure regional representation, and they accounted for 47 percent of all Bank commitments containing decentralisation components during the period. Lessons Learned on Donor Support to Decentralisation and Local Governance
