F2F 2009 in India

SDC's Decentralisation and Local Governance network has come into existence in 2009. Around 45 of 80 members with a special interest in Decentralisation and Local Governance met at a first face-to-face meeting in Delhi in November 2009 and gave a first boost to the network.

On the Merits of Decentralisation in Young Democracies

Three features of decentralization proposed by institutional development theory are analyzed for Mozambique’s Autarquias, politically autonomous municipalities since 1997. The three issues analyzed in this article are: Consolidation of the fiscal state, democracy, and the development of service quality in the local administration. Under decentralization, each of the three features is shown empirically to allow progress toward political development.

Specific guidelines for enhancing aid effectiveness that will apply to specific country context

for Enhancing Alignment and Harmonisation on Local Governance and Decentralisation. After the formulation and approval of General Guiding Principles for Enhancing Alignment and Harmonisation on Local Governance and Decentralisation”, the DPWG-LGD has embarked upon the elaboration of “draft specific guidelines for enhancing aid effectiveness that will apply to specific country context.” Earlier studies have indicated that “the challenges for improving alignment and harmonisation are closely linked to two factors: i) how advanced the decentralisation process in the country is and ii) what the overall approach of government to coordination of DP support is”.

A Users’ Guide to Measuring Local Governance

This Guide is intended to respond to an increasing demand from UNDP Country Offices and a wide range of national stakeholders for guidance on the multiplicity of tools and methods that are being used to measure, assess and monitor governance at the local level. The Guide uses the term ‘local governance’ to cover the range of governance issues that exist at the local level, including decentralisation of policies and processes, the roles and inter-relationships of different actors and institutions, local democracy and local government performance.
