The type of objectives that shall be achieved will largely determine how decentralisation reforms have to be shaped and they can basically serve as a guideline for determining priorities and for devising programs for decentralisation support. In addition, the success of decentralisation and decentralisation support will be assessed based on how decentralisation actually contributed to achieving the set rationale and objectives. Not all decentralisation experiences were successful. Therefore some success (and risk) factors are critically assessed.
